Concerned about fish in creek

This letter is in response to the letter that a farmer wrote a while back stating that farmers only irrigate using water from large underground aquifers that are filled all winter long. He needs to come out to my neck of the woods and watch as some out here are doing there best to irrigate Dakota Creek out of existence. The water flow is already so low that if there are any fish in the creek they will soon be dead. Does anyone out there care? Somehow I find it hard to believe that Dakota Creek can be considered an aquifer
