Winlock woman allegedly threatened to kill neighbor, report him to ICE

A Winlock woman faces possible prison time after she allegedly threatened to report her neighbor to U.S. Immigration and Customs Enforcement (ICE).

According to the neighbor, the woman threatened to kill him and his family if they weren't deported.

Lori L. Struthers, 57, is charged with one count of felony harassment punishable by up to five years in prison and $10,000 in fines.

She made a preliminary appearance in Lewis County Superior Court Tuesday after she was arrested for failing to appear in court on June 3.

During the hearing, Judge Paul Strophy maintained the $50,000 bail set in Struthers' bench warrant and granted the state's request for a pretrial no-contact order on behalf of the victim.

Struthers was also prohibited from contacting the victim's family members.

Prosecutors said Struthers has pending charges out of Bellingham Municipal Court and Lewis County District Court.

According to Lewis County Jail records, Struthers is being held on $10,100 bail for failing to appear in Lewis County District Court for an alleged protection order violation. The records show an additional no-bail hold from another jurisdiction.

Struthers pleaded not guilty to the felony harassment charge during an arraignment on Thursday. She remained in the Lewis County Jail as of Friday morning.

According to a probable cause affidavit, on May 6, a Winlock police officer responded to a local home for a reported harassment. The officer spoke to a man who said his neighbor, Struthers, had claimed that he and his family were illegal residents and threatened to call ICE.

Before making the alleged threats, Struthers had reportedly "brought over multiple bags of items to his residence." She then "became enraged" when he said he didn't need them, according to the affidavit.

"She said that they were living off of welfare and her taxes paid for all their things," the affidavit said. "She then said that if ICE did not deport them, she was going to kill them."

The man reported fear for his and his family's safety, calling Struthers unpredictable.

The officer spoke with Struthers, who reportedly denied the incident. Struthers then allegedly said she was on the phone waiting to speak to an ICE agent. She said she knew the neighbor and his family were on welfare and in the country illegally.

"She then went on a rant about paying for the things they possessed with her taxes," the affidavit said.

When asked about making the death threat, Struthers allegedly yelled at the officer and denied the accusation.

The officer spoke to two other neighbors, who reported that Struthers had been acting "disorderly the prior night," and had made "threats over Facebook," according to the affidavit.

The messages, the woman said, allegedly included discussion about the victim and his family residing in the country illegally.

The woman reportedly said she wasn't afraid Struthers would act on the threat, but called Struthers unpredictable.

Struthers is scheduled for an omnibus hearing on July 23.
