13-year-old boy charged with premeditated murder in Wenatchee homicide
The 13-year-old boy arrested by police June 5 was charged Tuesday with premeditated first-degree murder in the death of 42-year-old Cassondra Marie Andrews-Huff.
He is currently being held at the Chelan County Juvenile Center in Wenatchee on a $1 million bail. He appeared in restraints when he appeared before Court Commissioner Tracy Brandt on Monday to "reduce the risk of escape and assaultive behavior," according to an order filed Monday.
Eight police officers, members of the boy's family among others, attended the hearing where his parents made a statement "regarding no history of violent behaviors," according to court minutes of the Monday hearing.
The boy was charged as a juvenile in Chelan County Juvenile Court, but prosecutors have asked to discuss a motion to "decline Juvenile Court Jurisdiction" at an upcoming arraignment hearing.
The hearing was scheduled for June 18.
The Wenatchee Police Department arrested the boy at the Wenatchee Public Library without incident after a police officer saw him walking on June 5 in the area of Orondo Avenue and Washington Street.
When police approached the boy, he was sitting at one of the library's public computers and was "researching the recent homicide," according to a probable cause affidavit filed in Chelan County Juvenile Court.
In the course of their investigation, police say they found weapons and other items, including a notebook, on his person and at his homes in Wenatchee and Malaga that police say match video footage at the scene.
The autopsy confirms she was killed by "multiple stab/puncture wounds," according to the affidavit. She was identified Tuesday afternoon by police as Andrews-Huff of Wenatchee.
Police recovered a note folded in the boy's pocket that allegedly read "I killed a woman by the tracks and Set all the fires" and was signed "the shadow killer." The notebook recovered by police included a list of items that police later recovered as evidence - including gloves and a knife - and a page in the notebook reads "2026 May 30 12:15 a.m. homeless women By the tracks stabbed repeatedly."
Weapons, clothing and weapons found will be submitted to the Washington State Patrol Crime Lab for further analysis.
Police said they believe a "side bag" recovered that contains "fire starting material" in conjunction with the letter found in the boy's pocket may indicate the boy is responsible for "the recent large-scale fires in Wenatchee and toward Malaga."
