A man arrested on suspicion of tampering with polling material was in possession of a ballot, but there is no evidence the suspect intended to commit voter fraud, Whatcom County sheriff’s officials said Tuesday, July 26.
Carlos Norberto Santos, 39, faces second-degree theft and tampering with polling material charges in connection an investigation into a stolen debit card, said Whatcom County Undersheriff Jeff Parks. Parks said Santos was identified as a suspect in the crime and agreed to let a sheriff’s deputy search his backpack.
“One of the things that was in his possession was a ballot,” along with other mail that was not his, Parks said. Nevertheless, Parks said it appeared there was no motive on the part of Santos to influence an election.
Santos remained in the Whatcom County Jail on Tuesday after his arrest Monday, July 25.
