Whatcom County man charged with stalking, disclosing intimate images
A Whatcom County man has been charged with multiple felonies in Whatcom County Superior Court.
Collin Noah Ruginski, 29, of Bellingham was arrested in late September on charges of stalking, disclosing intimate images and first-degree criminal impersonation. According to court records, Ruginski posted explicit photos of a woman known on social media in 2024 while pretending to be her. The captions asked people to sexually assault her. He also posted photos of her vehicle and license plate, as well as her schedule and birthdate.
A domestic violence protection order against Ruginski on behalf of the same victim was in place at the time of the posts, and he pleaded guilty to stalking her in Whatcom County District Court in April.
According to court records, Ruginski was previously reported as a suspect engaged in stalking and harassment on six occasions involving women whom he dated while living on the East Coast. Investigators said they have identified additional victims and expect additional charges to be filed.
The Washington Department of Health issued Ruginski a massage therapist license less than one month prior to his arrest. The department suspended his license Dec 22.
Ruginski has remained in custody since his arrest on $300,000 bond. His trial is scheduled for Feb. 2.
