Homeland Security allegedly finds Bellingham man had child porn with babies and bestiality
Homeland Security arrested a Bellingham man after reportedly finding child porn on his electronics, including images and videos of victims younger than 1 and other child victims performing bestiality.
James Dennis Phelps, 41, was booked into Whatcom County Jail Tuesday, May 17.
Whatcom County Superior Court documents show he was charged with four counts of possession of depictions of minors engaged in sexually explicit conduct on May 9 and a warrant was issued for his arrest a day later.
Homeland Security investigators received a warrant on March 8, 2021, to search Phelps’ apartment, court documents state. During the March 9 search, investigators seized multiple computer-related electronics, which were forensically examined.
Among the electronic files found on Phelps electronics, according to court documents, were:
▪ Multiple sexually explicit videos of children younger than 1 year old.
▪ Multiple sexually explicit videos of children 6 to 10 years old.
▪ A sexually explicit video of a child between 10 and 12 years old with an animal.
On Dec. 14, 2021, investigators received notice from the National Center for Missing and Exploited Children that 176 images and 35 videos found on Phelps’ electronic devices contained known child victims.
