Bellingham man suspected of raping 14-year-old acquaintance at 2017 party

A Bellingham man is suspected of raping a 14-year-old acquaintance at a 2017 party in a Puget neighborhood apartment complex.

Bellingham Police on Monday, May 18, booked Orlando E. Alarcon Jr., 21, into Whatcom County Jail on suspicion of third-degree rape. Jail records show he was released on personal recognizance a day later.

According to Whatcom County Superior Court documents, the victim and her friend went to the party, where Alarcon asked the victim to go into a room with him.

The victim said no and tried to get the attention of her friend but was unsuccessful. Since the victim knew Alarcon, she told investigators she didn’t think he would do anything, according to court documents.

Once Alarcon and the victim got in the bedroom, he started to remove her clothing, court documents state, and despite her telling him to stop, Alarcon sexually assaulted her.
