Whatcom County Sheriff’s Office arrests Arlington man on alleged child rape, incest charges
Whatcom County Sheriff’s Office detectives arrested a registered sex offender Wednesday on suspicion of child rape and incest.
Detectives began an investigation after they received reports of a child rape allegedly committed by Randall Golden Elgin Alo, 43, on July 6. Detectives found probable cause to arrest Alo on second-degree rape, third-degree child rape and first-degree incest, according to Whatcom County Sheriff’s Office spokeswoman Deb Slater.
The victim was known to Alo. The age and gender of the victim were not disclosed.
Alo was booked into Whatcom County Jail on Wednesday.
Alo’s bail was set at $300,000 by a Whatcom County Superior Court commissioner Thursday afternoon. A pretrial no contact order and a sexual assault protection order were issued by the court on behalf of the victim. Alo’s arraignment is scheduled for Aug. 4.
According to the Washington Sex Offender Public Registry, Alo is registered as a level three sex offender. Level three offenders are considered a high risk to commit another sexual offense within their community.
According to Skagit County Superior Court records, he was convicted of first-degree rape of a child as a juvenile offender in 1996. Alo was charged with failing to register as a sex offender in Skagit County in 1999 and later, found guilty of third-degree child rape.
