Questions motives of rental rule letter writer

Only now, just days before a unanimous City Council signs off on rental registration and safety inspection that I believe both illustrates careful consideration of costs and honors individual rights, comes a belated attack on the ordinance. A writer in the Feb. 22 Bellingham Herald tried to argue that the very assets of this legislation were in fact liabilities. City Council provided a hearing and constructive ideas were welcomed. I believe the writer is trolling concern while in fact trying to spread doubt and fear.
