Police: Sex offender sent sexual messages to preteen girl

A Bellingham sex offender is accused of sending sexual messages to a preteen girl over a fetish website, according to charges filed in court Tuesday, July 19.

Prosecutors said they are waiting on DNA evidence to see if he followed through on those messages.

Timothy Allan Brown, 31, was booked into the Whatcom County Jail on Thursday, charged with communicating with a minor for immoral purposes and possessing depictions of a minor engaged in sexually explicit conduct. He is being held in lieu of $50,000 bail.

For about a month the girl, 11, had been chatting with men on, a site for adults interested in bondage and similar fetishes, before she ran away from home and met up with a man who used the screen name Sadisticdaddy666, according to the charges.

In early June she was found wandering in the Birchwood neighborhood. She reported the man raped her. She was taken to St. Joseph hospital for a sexual assault exam, court papers indicated.

Bellingham police detectives were granted warrants to comb through Sadisticdaddy666’s profile and found the account was linked to Brown, according to the charges.

At the time Brown, a Level I sex offender, resided at 3427 Alderwood Ave., a complex of townhouses next door to an elementary school in the Birchwood neighborhood.

Police believe Brown used a second profile, DragonMasterOver, where two nude photos of the girl were stored. In online messages the man behind the accounts reminded the girl he had photos of her naked, according to the charges.

Chief Criminal Deputy Prosecutor Eric Richey said he is awaiting DNA test results before deciding whether to charge Brown with child rape.

On the site the girl claimed to be 18, Richey said. Officers noted the girl is small in stature, “and she clearly appears to be a juvenile female.”

Five years ago Brown was convicted of possessing child porn, when he was caught uploading explicit images of girls to An email address on the account was traced to a computer lab at Brown’s apartment complex on Westerly Road.

Police confronted Brown in March 2011, and he admitted uploading the files. He served a sentence of one year in prison for that crime.

According to charging papers in that case, Brown confessed he had used the internet to try to meet with underage girls, but he “never went through with it.”

Brown has no other felony record. Upon his release from prison he was ordered to register as a Level I sex offender, considered the least likely to offend again. Court records show he remained on probation through the state Department of Corrections until December.
