Says penalties for use of marijuana harmful

Marijuana causes less harm to both individuals and society than alcohol or tobacco — and yet responsible adult drinkers and smokers are not punished by the state in any way.

Incarceration of nonviolent individuals not only wastes taxpayer money, it clogs court dockets, overcrowds prisons, and cruelly mixes nonviolent offenders with rapists and murderers.

When the penalties for possessing and using marijuana do more harm than marijuana itself, something is wrong.
