Has questions about cameras for traffic enforcement

Bellingham Mayor Dan Pike needs to clearly justify that we need $500,000 from stop-light violators, in my opinion.
This would be enough to pay for about 3 new city employees. Do we need them?
Some 4,000 citizens and shoppers will receive tickets. If visiting, will they return to shop?
What will the insurance impact be on the ticketed parties?
Will the tickets be issued without restriction to city staff and public officials?
