The state Legislature passed a restriction on the use of cell phones by drivers but made it a secondary offense, i.e., only citable if the driver is stopped for another offense.
It doesn't work; almost half of the lone drivers I observed recently had phones to their ears. That is dangerous and illegal.
It's time to do the same with this offense as was ultimately done with the seat belt law. Make it a primary offense. Not only will this make our roads safer, but it will also add some needed revenues to the state and local coffers which are hurting badly.
