Says he won't pay for septic inspections

How can Whatcom County and their health department mandate that properties with septic tanks be tested, for a cost and filing fee paid by the property owner, if their septic system is working properly?

If and when a septic system is not working properly, owners will know and get it fixed, or neighbors will turn it in for health reasons.

Personally I am not going to spend my hard earned money - up to $260 per system - to test something that works and has worked for many decades. We pay enough taxes to Whatcom County. If this is a concern of theirs, why don't they pick-up the tab?
