BELLINGHAM

A meeting will be held on annexing industrial-zoned land in north Bellingham into city limits. The proposal would annex the North Meridian Industrial Planning Area, generally located east of Meridian Street from Horton Road north to past Smith Road, although it also includes land west of Guide Meridian near Kelly Road. The Washington State Housing Finance Commission will hold an open public hearing on its plan to provide taxexempt revenue bonds to help build St. Paul’s Academy Elementary and Upper Schools, 3000 Northwest Ave. (elementary school) and 1509 E. Victor (upper school). The owner, St. Paul’s Academy, is a nonprofit organization. The total project cost is estimated at $15 million, and the bonds would generate $12 million. The public hearing is scheduled for 1 p.m. Thursday on the 28th floor board room of the commission’s office, 1000 Second Ave. in Seattle. FERNDALE

The City Council will have a workshop about proposed requirements for new retail construction in the city. The council also will talk about proposed new rules that ensure streets can handle a certain amount of traffic before developments can proceed, and the moratorium that’s been in place on new retail stores while new regulations are considered. WHATCOM COUNTY

The Y-Squalicum Water Association applied to the county to expand its service area from the Squalicum Lake Valley to include more land. The new boundaries would be between the east top edge of Squalicum Mountain, west top edge of Stewart Mountain, Mount Baker Highway and the current Lake Whatcom Water and Sewer District boundary on Agate Bay Road. The expansion would give the district some control of the watershed supplying the Squalicum Valley aquifer. A meeting on the proposal will be at 7 p.m. Thursday at the Rome Grange, 2821 Mount Baker Highway.

Brian Haugen of Heritage Group Northwest is seeking a state DOE construction stormwater permit for a project called the Plat of Crystal Springs, to build housing at 269 E. Laurel Road.
