Bellingham changes jail contract to avoid booking restrictions

The Bellingham City Council unanimously agreed to change the city’s jail contract with Whatcom County in order to eliminate booking restrictions at the downtown jail. Booking restrictions put in place in July had prevented Bellingham police officers from booking people on suspicion of certain crimes whenever the downtown jail population approached a 212-person cap set by Whatcom County Sheriff Bill Elfo.
