BELLINGHAM - A city parks panel says the vacant caretaker's house at the Fairhaven Park rose garden should be turned over to a resident who wants to move the house to a lot in south Bellingham.

City Council members will be asked to decide the fate of the house when they meet Monday, Sept. 8. Three proposals were submitted to the parks department.

Richard Taylor wants to move the house to his property at 3000 Lindsay Ave., and has offered to donate $10,500 to help landscape the dormant rose garden.

The proposal deemed second-best by the panel was submitted by RE Sources and a group called the Center for Local Self Reliance. They want to turn the house and grounds into an educational center promoting self-reliance skills.

The last-place proposal, according to the panel, was John and Lani Fortune's request to move the house to their property at 1701 14th St., near the park.
