BELLINGHAM

The city received an application for a three-unit, three-story townhouse with under-building parking at 916 11th St. The project, by Jeff Kenoyer, will require multifamily design approval. Six parking spots will be required for the building, which will sit on 2,875 square feet. BLAINE

Dakota Creek Storage Park LLC of Blaine is seeking a state Department of Ecology construction stormwater permit for its project to build commercial buildings at Peace Portal Drive and the southbound Interstate 5 on-ramp, just southeast of where Blaine Road comes into Peace Portal Drive. FERNDALE

Ferndale City Council will hold a public hearing on its plan to update and tighten its ability to enforce certain violations of the city's land-use code. The city decided that its project is unlikely to have a significant negative environmental impact. The hearing is scheduled for 7 p.m. Sept. 15 in City Hall Annex, 5694 Second Ave.

NOOKSACK:

The city of Nooksack has decided that a project by Rock Creek Farms LLC to build a 15,000-square-foot chicken hatchery at 3107 S. Pass Road is unlikely to have a significant negative environmental impact if the applicant takes certain steps. Comments on the decision to not require a full environmental impact statement but still require mitigations can be sent to Mayor Jim Ackerman, 103 W. Madison St., Nooksack, WA 98276 by Sept. 15.

WHATCOM COUNTY

Homestar Northwest LLC has filed a complete application with Whatcom County to build an indoor water park, commercial space and condos at the current Birch Bay waterslides, 4874 Birch Bay-Lynden Road. The Lynden-based company filed applications for a preliminary binding site plan, planned unit development, shoreline conditional-use permit and shoreline substantial development permit. The project will include about 126 condo/hotel units and as many as five freestanding commercial buildings. Whatcom County has decided that building a 274-foot by 82-foot dairy barn at 2172 Pangborn Road is unlikely to have a significant negative environmental impact. The project by Pangborn LLC will have stalls for 168 cows and headlocks for 230 cows. Comments can be sent to the county planning department, 5280 Northwest Drive, Bellingham, WA 98226 by Sept. 12.
