Thumbs up - To Lynden School District officials for making the difficult, but very necessary, choices to cut some popular programs to balance the district's budget.

Thumbs Down - To a proposed Bellingham parking plan that would make it more difficult for downtown employees to find a place to park without feeding meters or getting tickets.
