Thumbs up - To the Northwest Washington Fair and the Whatcom County Sheriff's Office, who are combining to offer a safety-first child identification program at this year's fair.
Thumbs Down - To bum weather. It's been nice a lot lately, unfortunately that wasn't the case on Saturday Aug. 9, forcing officials to cancel the usually lovely chalk art festival.
