Happy council aided landowner

Reading the story about the berry farm being protected from the river erosion of the land made me wonder if our County Council cares more about their people than the Skagit council! My brother lives on a property bordering the Samish River. It has been eating his land away. He wanted to put wood pilings against the edge of his land to block the river from eating his property up. The Skagit County conservationists and commissioner said "no, you will not touch that property even though it is yours." I wish someone can give my brother advice on how he can get the same help as this berry grower got to stop the river from eating up his land.
