Registered sex offender gets 3 years for molesting Bellingham girls

A registered sex offender who molested two young Bellingham girls was sentenced to a little more than three years in prison Thursday, May 8, in Whatcom County Superior Court.

Keith A. Rosser, 36, pleaded guilty to two counts of second-degree child molestation for touching two girls who were in elementary school at the time.

Rosser was a Level I sex offender, stemming from a Colorado case in which he sexually touched a 3-year-old girl. Level I sex offenders are considered a low risk to reoffend.

The most recent incidents occurred in the home of a Bellingham family who had been unaware of Rosser's previous conviction or his sex offender status. Child Protective Services forwarded an abuse report to police in November 2012.

According to a pre-sentencing investigation completed by the Department of Corrections, Rosser molested the girls more than once and only stopped after he was caught in a bedroom where he wasn't supposed to be.

"These actions are not of a person who makes a mistake and stops himself from causing further harm," the report stated. "These are the acts of someone who, knowing that he had a sexual deviancy problem, placed himself in a position to victimize more children and then did so."

In 2008, Rosser was sentenced to a year in jail for failing to register as a sex offender. All but two months of the sentence was suspended.
