Rant: Who's responsible for downed tree on Slater Road?

As we all know with snow and wind comes the downing of trees in the road and on telephone wires. What my question is, is who is responsible for a downed tree on a powerline if it happens to fall from ConocoPhillips property on to the telephone wire belonging to PSE? The tree in question is over the road (Slater Road) which is the only road to my home. I called Conoco and was told PSE is responsible. They however will not address this issue until Wednesday-Friday at the lastest.

In the meantime I get to drive under it hoping it won't fall on my car or someone else's.

Hoping we don't loose power and nobody is injured in the meantime.
