Rant: Should be a law to stop beggars from impeding traffic

I didn't realize it until I saw it! You've probably seen the folks with "feed me" signs who stand daily at the southbound I-5 Samish exit. Did you know they continuously hit the crosswalk button to change the traffic light in order to stop traffic so they can beg longer? I observed this when I was waiting for the light at Samish. Isn't there a city ordinance against this? How can these professional beggars (who I believe get more money begging than at an actual job) impede traffic all day long without consequences? When I confronted one beggar doing this, he told me to "take 30 seconds and enjoy my life." A philosopher too?
