Suggests trains carry emergency materials

Many small town mayors and residents are very concerned about oil train derailments and possible catastrophe and not being able to deal with the emergency due to lack of emergency response materials. A very simple solution would be to require each and every oil train to include a rail car full of emergency response materials. The emergency material cars could be used over and over again. Engineers on each train could be trained to be first responders. This seems so logical, why is it not happening?
