B y the numbers That is the amount Pierce and Thurston counties will receive through the 2013 Payments in Lieu of Taxes program. The program compensates local governments for nontaxable federal land in their jurisdictions. The payments are made annually for federal lands administered by the U.S. Bureau of Land Management, the National Park Service, the U.S. Fish and Wildlife Service, U.S. Forest Service for federal water projects and some military installations.
