BELLINGHAM - A Whatcom County sex offender has been charged with molesting two more girls.
Raymond Joe Wagner, 40, baby-sat the girls at homes in Ferndale and Bellingham for about three years. About once a week, they recounted to a detective, Wagner forced them to have intercourse or to engage in oral sex, according to charging documents filed last week in Whatcom County Superior Court.
Both girls were preteens, or younger, when the alleged abuse began. Prosecutors believe Wagner sexually abused them "on numerous occasions." One girl remembered being raped until she bled. At the time of the police reports, they were being taken to St. Joseph hospital to see if they had permanent bodily damage.
Wagner gave a general denial to police, and then asked for an attorney. He was booked into Whatcom County Jail in lieu of $500,000 bail on charges of two counts of first-degree rape of a child, two counts of second-degree rape of a child, first-degree child molestation and second-degree child molestation.
His last listed address was a mobile home in the 100 block of North Samish Way.
Wagner was convicted of molesting an underage baby sitter in 2007. Through the slats of a room divider, his wife saw him sexually assaulting the girl on the living room couch, according to records. Soon afterward, his wife divorced him and took custody of their children. Wagner was found guilty of third-degree child molestation and was sentenced to six months behind bars.
In early 2012, he pleaded guilty to failing to register as a Level I sex offender. He served 15 days in jail for that crime. Level I sex offenders are considered the least likely to reoffend.
