Wonders about coal tax for China

Al Gore is again requesting a carbon tax. It is odd, though, that Al hasn't come out strongly against the coal shipments from the U.S. to China. Perhaps his reluctance to condemn the shipments relates to his connections to Patti Murray and Christine Gregoire. As everyone knows, Patti Murray's husband works for SSA (shipper), and Christine Gregoire's name has surfaced for Secretary of the Interior. Does Al contemplate that China will pay the carbon tax for burning U.S. coal? If not, then he surely intends that the entities benefiting from the sales of coal to China, such as Goldman Sachs, SSA, BN, Peabody Coal and others, will pay the tax on coal burned in China. Apparently environmental hypocrisy knows no bounds.
