Suggests barriers for rail crossings

Regarding the unfortunate fatality at the Boulevard Park pedestrian crossing, why not erect a serpentine pipe barrier on each side of the track? Just imagine the ones you walk slowly in before getting on a Disneyland ride. It could be wide enough for a wheelchair or for a person to walk their bike. But it would prevent someone from jogging or riding through without slowing down. And as you turn direction while walking through you'd be facing up and down the tracks. Cost would be minimal and could possibly save someone from their own inattention.
