Bellingham woman hit while running across road in Skagit County

A Bellingham woman was hit by a car while running across a Skagit County road Tuesday afternoon, Aug. 28, according to the Washington State Patrol.

Sally A. Higgins, 50, ran across Cook Road near Gardner Road at about 3 p.m. and was struck by a westbound Ford Windstar minivan.

The van driver, David T. Santiago, 45, of Burlington, swerved into the eastbound lane to avoid Higgins but still hit her. She was taken to Skagit Valley Hospital before being transferred to Harborview Medical Center in Seattle. She was in serious condition Wednesday, according to a hospital spokeswoman.

No charges are expected against the driver.
