Mr. Romney says if elected he wants to Congress to repeal Obamacare. Then he'll also want Congress to repeal the 1986 Emergency Medical Treatment and Active Labor Act -- the federal rule that says hospitals must treat people who can't pay and don't have insurance. That way people without health insurance will no longer be free riders.
