— A man charged with raping two young brothers in the Kendall area told one of his alleged victims he molested at least a dozen other boys over the years, according to charges filed in court Monday, July 30.

For about a decade Victor Pluschakov, 35, of 6349 Little Big Horn near Kendall, "insinuated himself" into the lives of families with young boys in his neighborhood, said Prosecuting Attorney Mac Setter.

Often, he carried out favors for the families. He cut the boys' hair and gave them rides, and over time, he earned the trust of their parents, Setter said.

But when he got the boys alone, prosecutors allege, Pluschakov would explain how he couldn't get a girlfriend because of a problem with his genitalia, and he would ask to compare his privates with theirs. Setter argued that was a consistent "approach mechanism" for later sexual contact with the boys.

One victim, the youngest of the brothers, told deputies he suffered sexual abuse from the ages of 7 to 11, sometimes as often as four times a week. He reported being molested in Pluschakov's car, in Pluschakov's home and - when his parents were away - in his own home. An older brother described sexual abuse after Pluschakov gave him a haircut, and another time when he was forced onto the man's bed.

To keep the boys quiet, sometimes Pluschakov gave them iPods, bikes, movies and money; other times he threatened to hurt them, according to the charges.

Setter outlined how two weeks ago, on July 19, the youngest brother took a break from working for Pluschakov to confront him about the years of sexual abuse. The boy, now a teenager, said he was thinking about reporting the rapes.

Pluschakov responded, Setter wrote, by saying "he could and would torture or kill the victim" if he told anybody. During the conversation Pluschakov also said he had sexual contact with "up to 17 males in the Maple Falls area over the years," according to the charges.

Afterward the boy called 911. He described in graphic detail how Pluschakov performed oral sex on him when he was younger.

So far, Pluschakov has been charged with five counts of child rape. Each count accuses him of having oral sex with the two brothers. He's being held in Whatcom County Jail in lieu of $500,000 bail.

Investigators are speaking to other boys who were known to frequent Pluschakov's home, Setter said. They are encouraging anybody who was abused to come forward. Three other boys have since described being approached by the defendant.

"We don't have a large victim count" at this point, Setter said. "But it's a fairly large net that's being cast out."
