Citizens should have a vote to decide if we even want to consider a new candidate to replace the incumbent.
If we're happy with the sitting president, for example, it doesn't make sense to spend money on a campaign. Not to mention the distraction it is for everyone. Often what we really want is for the person we elected to remain in place and get the job done.
When the situation warrants it, the cost associated with the disruption is necessary. But we shouldn't be forced to consider change when the will of the people is to stay the course.
