The Bellingham City Council passed an emergency moratorium on building in the watershed in yet another effort to save Lake Whatcom.
Two weeks later a The Bellingham Herald front page story reports that there is a severe budget shortfall due to an decrease in income from construction. As a result, the city no longer has the staff to help implement many of the neighborhood plans including the one that was recommended to protect the lake.
