Seattle's appeal on NOAA decision rejected; Bellingham's appeal pending

The U.S. Government Accountability Office has dismissed a Seattle property owner's appeal of the National Oceanographic and Atmospheric Administration's decision to move a coveted NOAA facility from Seattle to Newport, Ore.

The GAO ruling has no apparent impact on the Port of Bellingham's own appeal of NOAA's decision, port spokeswoman Carolyn Casey said Thursday, Nov. 19.

1801 Fairview Ave. East LLC is the owner of the Lake Union property that has been home to NOAA's Pacific Marine Operations Center. That company filed an initial appeal of the Newport decision, but did not file the legally required response to NOAA's answer to its initial appeal. That appears to mean the Seattle property owner decided not to pursue the appeal to the next stage.

The Port of Bellingham did file its response to NOAA's answer, Casey said. GAO said it would rule on Bellingham's appeal by Dec. 7.
